 Description 

The Governorate of Alexandria, Egypt was in the process of privatizing their solid waste management and public cleaning system to serve this metropolitan area of more that 4.5 million people.  The Governorate had prepared the tender documents, issued them, and selected a private sector firm to operate and manage their solid waste and public cleaning system, which included the following services:

  • Residential, Commercial, and Industrial Waste Collection and Disposal

  • Street Sweeping and Cleaning

  • Beach Cleaning

  • Medical Waste Collection, Treatment, and Disposal

  • Composting/Recycling Facility Design, Construction, and Disposal

  • Landfill Design, Construction, and Disposal

  • Open Dump Closure

  • Bus Stop, Statue, Monument, Bridge, and Tunnel Cleaning

   
   



   
   
SCS Engineers Services 

SCS Engineers was retained through a subcontract with the Institute for Public-Private Partnerships to provide technical assistance prior to implementation of the project.  In addition, SCS provided the Chief of Party (Project Manager) for the project.  The project included the following tasks:  

  • Develop Approved Plan for Institutionalizing Solid Waste Management.  This task included the development of an organizational structure that illustrated the management and monitoring system for the newly privatized solid waste and public cleaning project.

  • Prepare Tender Evaluation Criteria.  This task included the development of tender evaluation criteria using the tender document and technical specifications developed by the Governorate.

  • Develop Service Unbundling Scenarios.  Prepare options for the unbundling of the various solid waste and public cleaning services based on demographic, geographic, and the particular service to be privatized.

  • Prepare Contract Legal and Regulatory Framework.  This task includes the development of the contract, and proposed regulatory and monitoring framework for implementing the project.

  • Prepare Financial Model.  A financial model was prepared to present the least cost/ present value of each of the solid waste and public cleaning project components.

  • Develop Contract Monitoring Plan.  A Contract Monitoring Plan was developed based on the contractor’s technical offer and the “Book of Conditions and Specifications” in the tender documents.
