  PROFESSIONAL EXPERIENCE

Mr. McCarron has over 20 years of progressively responsible experience in solid waste management, including landfill gas (LFG) systems, landfill design, waste composition studies, recycling, composting, transfer stations, and waste-to-energy systems. His experience includes project management, design, regulatory support, construction oversight, system start-up, economic analysis, and technology assessment. 

Since joining SCS in 1990, he has worked primarily on LFG control and recovery projects.  He is the Office Director of SCS's New York office, and he is the leader of the New York office Landfill Gas Group.

Mr. McCarron directs LFG migration investigations; designs and prepares plans, specifications, cost estimates and operation and maintenance (O&M) manuals for LFG migration and odor control, and LFG recovery projects; provides regulatory support, including permit applications, NSPS and Title V reporting and compliance; and provides construction oversight, system start-up, and trouble-shooting. Designs have included LFG recovery systems; active control systems in or adjacent to landfills; passive control systems adjacent to landfills; and systems to protect buildings located adjacent to or on landfills.  He has designed more than 30 LFG migration control, odor control and recovery systems. Permitting and Regulatory Compliance Assignments

Examples include:

  • Prepared an air permit application for a new enclosed flare, a new utility flare, and a new sulfur scrubbing system for the Pollution Control Financing Authority of Warren County.  Prepared an emission statement for 2004 emissions.

  • Prepared separate air permit applications for a new enclosed flare and a new utility flare for Burlington County.  Prepared an air permit application for a landfill gas to energy facility.

  • Prepared Title V and State only permit applications for five LFG energy recovery facilities in Massachusetts for Gas Recovery Systems.  Components included engines, turbines, and flares.

  • Prepared and conducted necessary NSPS assignments for over 10 sites, including those owned by Waste Management, towns, and counties.

  • Prepared Title V applications for numerous sites including those owned by Chester County Solid Waste Authority (PA), Islip Resource Recovery Agency, DANC, Monroe County, Waste Management, and Ecogas.

  • Conduct on-going compliance review and support for U.S. Energy at its 13 northeast energy recovery facilities. On-going project involves maintaining regulatory compliance for projects located in New York (4), New Jersey (2), Massachusetts (3), Pennsylvania, Virginia, Vermont, and New Hampshire.  Air issues involve Clean Air Act requirements, including Title V permitting.

  • Prepared emission reduction credit applications for 3 facilities on Long Island.  Obtained NOx and CO credits.

Investigations and Designs Relative to Leachate Recirculation 

Examples include:

  • Prepared a LFG master plan and bid documents for the first phase of LFG construction for Casella Waste Systems at its Hyland Landfill, including collection and flare systems.  Prepared a permit application for the flare and a pro-forma to examine leachate recirculation.

  • Prepared a LFG master plan for an expansion of the LFG system for Waste Management at its Chicopee Landfill.  Conducted a field evaluation of the existing LFG collection and flare system.  Prepared design plans for leachate recirculation.

  • Prepared a LFG master plan for an expansion of the LFG system for Waste Management at its Barre Landfill.  Conducted a field evaluation of the existing LFG collection and flare system. Prepared design plans for leachate recirculation.

  • Investigations and designs to control LFG odors.  Many odor control design projects included permitting tasks and a master plan component to guide future landfill development.  Examples include:

  • Prepared a LFG master plan and bid documents for an expansion of the LFG system for Waste Systems International at its Cumberland County Landfill.  Conducted a field evaluation of the existing LFG collection and flare system.

  • Prepared bid documents for replacement of the LFG systems for Islip Resource Recovery Agency at its Blydenburgh Landfill, including collection and flare systems. Conducted a field evaluation of the existing LFG collection and flare systems.

  • Prepared a LFG master plan for the Development Authority of the North Country at its Rodman Landfill, including collection and flare systems.  Conducted an odor investigation, including analysis of incoming waste material.

  • Prepared bid documents for refurbishment of the LFG systems for the Town of North Hempstead at its Port Washington Landfill.  Work items included burner, refractory, and paint enhancements.

  • Prepared design for a landfill gas odor control system for Monmouth County, New Jersey.

  • Prepared design for a landfill gas odor control system for Hartford, Connecticut.

Investigations and Designs to Recover LFG for Energy Utilization 

Examples include:

  • Prepared Master Plan for LFG energy utilization for 10 MW power plant options for Rhode Island Resource Recovery Corporation, including life cycle cost evaluations of several alternatives.

  • Prepared feasibility studies at various sites, including Shelton, CT; Cumberland County, PA; Waterbury, CT; Rotterdam, NY; and Burlington County, NJ.

  • Evaluated LFG recovery for Yesco Power at the Brookhaven Landfill.  Conducted a field evaluation of the existing LFG collection and utilization system.

  • Prepared design drawings and specifications for a 6-mile LFG pipeline that interconnects three landfills in Middlesex County, New Jersey.  Design elements included two major river crossings, five stream crossings, and a railroad crossing.

  • Prepared design drawings and specifications for a two-engine facility for Meridian Resources at the Broome County Landfill.  Work included permitting of the engines and back-up flare.

  • Assisted NEO Corporation on many of its northeast projects with due diligence, designs for systems expansions, evaluation of existing systems, and regulatory support.  Sites included Cranston, Rhode Island; Hartford, Connecticut; Edgeboro, Balefill, and Kingsland in New Jersey, and numerous, other sites in Massachusetts and New York.

  • Prepared design drawings and specifications for a 1.2-mile LFG pipeline in Cape May County, New Jersey.  Design elements included an innovative condensate management system, road crossings and a railroad crossing.  The project was awarded a gold medal by SWANA for excellence in LFG utilization in September 2000.

  • Prepared bid documents for a two-engine facility and direct LFG usage in a greenhouse and Eco-complex for Burlington County, New Jersey.  Design elements included a pressure distribution system, booster blowers, electrical use on-site, and waste heat recovery.

  • Evaluated a proposed LFG energy recovery project for an end user relative to Kinsleys landfill in New Jersey.  Estimated LFG recovery, reviewed the operating experience of the Kryosol process, and estimated the recovery of pipeline quality gas.

  • Assessed a LFG energy recovery project at the East Northport, NY landfill.  Prepared well layout, performed a field test, and assessed recoverable LFG quantities for an energy developer.

  • Prepared Request for Proposals and assisted with contract negotiations for energy recovery project for City of New Haven, Connecticut. Designed and engineered LFG control system at Middletown Avenue Landfill. Prepared permit documents, and construction contract drawings, specifications, and cost estimate.

  • Designed a LFG collection system expansion for a LFG developer at a Smithtown, NY site.

  • Reviewed ten LFG energy recovery projects in the Northeast.  Reviewed collection system and power plant design and O&M, and regulatory status.  Reviewed financial pro-formas; all for a potential investor.

Investigations and Designs to Control LFG Migration and LFG Emissions 

 Examples include:

  • Numerous assignments for the Lanchester Landfill in Chester County, PA.  Prepared bid documents for a LFG monitoring system.  Prepared an LFG energy recovery feasibility study report for the closed municipal landfill site, including LFG generation projections, life-cycle costs and cash flow projections, to evaluate feasibility.  Investigated on site LFG operations, prepared an updated LFG master plan.  Numerous design packages for LFG collection system expansion.  Investigated ground water contamination via LFG.

  • Numerous assignments for the Fresh Kills Landfill in New York City. Prepared construction contract drawings, specifications, cost estimate, and engineering report for LFG and final cover systems for Sections 2/8 and 3/4.  Prepared LFG testing program related to an equivalent LFG venting system for Sections 2/8 and 3/4.  Prepared test protocol for State approval.  Managed field work and prepared test report.

  • Prepared design and engineering of LFG systems at two prospective landfills in the Toronto, Ontario area.  Prepared LFG emission estimates for use in air modeling and risk assessment.

  • Conducted a LFG pump test program at the Pelham Bay Landfill in New York City.  Work included field layout, monitoring, and data analysis and reporting.

Expert Services Assignments 

Examples include:

  • Prepared an expert report and provided litigation support for odor emissions from the Danbury, Connecticut Landfill.  Severe odor problems were experienced due to landfilling of waste gypsum.

  • Provided litigation support for LFG migration from the Shelton, Connecticut Landfill.  LFG migration caused evacuation of area homes and businesses for four days.

  • Prepared an expert report and provided litigation support for LFG migration from the Smithtown, New York Landfill.  LFG migration caused an explosion that injured three Town workers.

Investigations and Designs to Protect New and Existing structures On and Near Landfills

Examples include:

  • Active and passive methane abatement systems for a package distribution warehouse in Woodbridge, New Jersey.

  • Active and passive methane abatement systems for a maintenance garage in Queens, New York.

  • Active methane abatement system for a church in Brooklyn, New York.

  • Active and passive methane abatement systems for new prison facilities on Rikers Island, New York City.

Landfill Engineering and Design

  • Project Engineer/Manager for planning and design elements for expansion and closure of the Fresh Kills Landfill on Staten Island, LFG planning, drainage systems and closure.

  • Master plan and closure plan for the DANC landfill in Watertown, NY.
