   PROJECT EXPERIENCE (EXAMPLES)

Los Vientos Affordable Housing Development. Mr. Marcos completed assessment, subsurface assessment, and remediation activities for this tax credit, multi-tenant, low income housing redevelopment project. The historical site land use included various commercial and industrial land uses including automobile repair, junk/wrecking yard, and a hazardous waste treatment facility. Work included Phase I Environmental Site Assessment, asbestos and lead paint survey, asbestos and lead paint abatement, building demolition, geophysical survey, soil, soil vapor, and groundwater assessment, health and safety and community health and safety plan, property mitigation plan, remediation of approximately 4,800 tons of impacted soil, and health risk assessment activities. The County of San Diego Department of Environmental Health granted closure to the Site within 150 days of the initiation of remediation activities.

Chico’s Radiator Repair.  Mr. Marcos completed assessment and subsurface assessment activities for this medical facility redevelopment project. The historical site land use included automobile repair, junk/wrecking yard, and agriculture. Work included a Phase I Environmental Site Assessment, geophysical survey, soil and soil vapor assessment, health risk assessment, health and safety and community health and safety plan, and remediation workplan preparation to excavate and dispose of impacted soil to facilitate Site redevelopment. The work was conducted under the oversight of the California Department of Toxic Substances Control.

Bay View Plaza. Mr. Marcos completed assessment and subsurface assessment activities of this retail redevelopment project. The historical site land use included automobile repair, dry cleaning, and two gasoline service stations are located adjacent to the site. Work included a Phase I Environmental Site Assessment, soil, soil vapor, and groundwater assessment, monitoring wells installation, and health risk assessment activities. The work was conducted under the oversight of the County of San Diego Department of Environmental Health.

La Entrada Affordable Housing Development. Mr. Marcos completed assessment, survey, and abatement activities of this tax credit, multi-tenant, low income housing redevelopment project. The assessment, survey, and abatement activities were in connection with the demolition of 24 commercial and residential buildings. Work included a Phase I Environmental Site Assessment, asbestos and lead paint survey, asbestos and lead paint abatement specifications, abatement monitoring including area and clearance sampling, and an abatement closeout report. The work was conducted under the oversight of the San Diego County Air Pollution Control District.

San Diego County Office of Education Asbestos Consulting. Mr. Marcos provides asbestos consulting services to the San Diego County Office of Education. He prepares and manages the Operations and Maintenance Program for Asbestos-Containing Materials (ACMs) for approximately 15 facilities (offices, classrooms, and camps). Mr. Marcos has completed asbestos surveys, 6-month periodic surveillances, and 3-year reassessments/reinspections in accordance with AHERA; prepared technical specifications for removing ACMs; and managed abatement contractors. Third-party monitoring of abatement activities is conducted that includes baseline sampling using phase contrast microscopy (PCM), visual inspections, PCM air sampling, and clearance air sampling using transmission electron microscopy (TEM).

Poway Road Revitalization Program Redevelopment Area. As part of two main redevelopment projects for the City of Poway Redevelopment Agency, Mr. Marcos completed Phase I Environmental Site Assessments, subsurface assessment activities, asbestos and lead paint surveys, and asbestos and lead paint abatement specification preparation, and asbestos and lead paint monitoring activities. The investigations were conducted on over 45 commercial and residential properties.

Westside Area Specific Plan – Hazardous Material Study. The Westside Redevelopment Area is located on the bay front and developed with a mix of residences and industrial, commercial, and institutional buildings. SCS completed a hazardous materials study for the specific plan. Mr. Marcos managed the inventories conducted to identify hazardous materials. Investigations were conducted on 173 properties. The study documented features of concern, presence of above-ground storage tanks and underground storage tanks, violations, and types of hazardous materials used, stored, and generated.  Based on the potential that a recognized environmental condition may exist, recommendations were made for geophysical surveys, soil gas surveys, and subsurface investigations.

Hall Property Redevelopment. Mr. Marcos completed assessment and subsurface assessment, activities for this community park redevelopment project. The historical site land use included agricultural land uses including greenhouses. Work included Phase I Environmental Site Assessment, geophysical survey, soil assessment, health and safety plan, and underground storage tank assessment and removal activities. Mr. Marcos also spoke at City Council and community meetings regarding the environmental conditions at the site. The work was conducted under the oversight of the County of San Diego Department of Environmental Health.
