  PROFESSIONAL EXPERIENCE

Ryan Marcos is an environmental professional with 12 years’ experience specializing in hazardous materials. His experience includes completing over 1,000 environmental assessments and implementing remediation activities for contaminated properties. He is an expert in completing environmental site assessment according to Environmental Protection Agency (EPA), 40 CFR Part 312, Standards and Practices for All Appropriate Inquiries (AAI); Final Rule and American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process E 1527-05. Mr. Marcos has developed a systematic approach that results in consistently high quality information for protecting the relevant parties from unexpected risk. In addition to environmental site assessment services, he has completed third-party report reviews; subsurface investigations; health and safety plans; community health and safety plans; geophysical surveys; soil vapor surveys; health risk assessments; remediation conceptual cost estimates; property mitigation plans; and soil reuse plans.

As a California Certified Asbestos Consultant (CAC), Mr. Marcos routinely conducts asbestos surveys, prepares specifications and cost estimates for abatement, assists with abatement contractor selection, oversees abatement activities, and provides clearance sampling. He applies his knowledge of the Asbestos Hazardous Emergency Response Act (AHERA) and other regulations to efficiently assess and remediate hazardous materials. 

Project Experience

Pearson Ford Demolition and Remediation. The former Pearson Ford automobile dealership in San Diego, California required extensive remediation to get the site ready for redevelopment. Mr. Marcos, as Project Manager, was responsible for environmental site assessment, demolition, and remediation activities. He oversaw the demolition of 10 buildings, underground hydraulic lifts, underground storage tanks, and an in ground wastewater clarifier. His responsibilities during remediation activities included verifying compliance with the community health and safety plan (prepared by SCS); overseeing stockpile management and maintenance; confirmation sampling and waste characterization; and excavation, transportation, and disposal of impacted soil. Mr. Marcos completed a property closure report that was submitted to the San Diego County Department of Environmental Health. Based on documentation presented in the property closure report, the Department of Environmental Health issued a “no further action” without comment.

San Diego Redevelopment Agency. Mr. Marcos has completed several environmental site assessments in support of redevelopment activities throughout San Diego, California on behalf of the San Diego Redevelopment Agency. Several sites along a major freeway were investigated for concentrations of lead. This information is being used to guide redevelopment planning efforts.

Centre City Development Corporation. Mr. Marcos has managed several environmental site assessments on behalf of Centre City Development Corporation. These assessments include the Civic Center Complex Phase I Environmental Site Assessment and Subsurface Investigation, and Sanford Hotel Phase I Environmental Site Assessment and Hazardous Materials Survey. As part of a “blight study” he completed an environmental screening of approximately 192 blocks in downtown, San Diego, California.

San Marcos Creek Flood Control and Road Improvement. Constructing improvements to the San Marcos Creek in San Marcos, California requires obtaining additional right-of-way. Mr. Marcos, as Project Manager, has completed several Phase I environmental site assessment and subsurface investigations along the creek in support of acquisition activities.

San Diego County Water Authority (SDCWA) Environmental Consulting Services. Mr. Marcos, as Project Manager, has completed several environmental site assessment to assist the SDCWA obtain additional right-of-way for expanding distribution and storage facilities. For the San Vicente Reservoir expansion, SCS has assessed hundreds of acres of land around the reservoir.

Los Vientos Affordable Housing Development. Mr. Marcos completed a Phase I environmental site assessment and subsurface investigation for this affordable housing redevelopment project. The subsurface investigation used a soil vapor survey, geophysical survey, and soil sampling to determine the presence and concentrations of contaminants of concern. An asbestos and
lead-based paint survey was completed that included bulk sampling of suspect
asbestos-containing materials and lead-based paints. Findings were presented in a report with figures and tables depicting sample locations and material locations, abatement cost estimates, and technical specifications for removal. During demolition, abatement, and remediation activities, Mr. Marcos served as Project Manager.  

La Entrada Family Apartments. Mr. Marcos completed environmental assessment services that included an asbestos and lead-based paint survey and subsurface investigations. Assessment, survey, and abatement activities were in connection with the demolition of 24 commercial and residential buildings. He managed the completion of a Phase I environmental site assessment and asbestos and lead-based paint survey. He prepared abatement specifications and conducted abatement monitoring during demolition that included area and clearance sampling, and an abatement closeout report. The work was conducted under the oversight of the San Diego County Air Pollution Control District.

El Centro Motors Redevelopment. The El Centro Redevelopment Agency is planning to purchase El Centro Motors and redevelop the site into a medical clinic. Mr. Marcos managed the completion of a Phase I environmental site assessment, subsurface investigations, soil excavation activities, and planning and design of a vapor barrier. All work was completed under the oversight of the Regional Water Quality Control Board - Colorado River Basin Region. 

DeAnza Hotel Hazardous Materials Survey. The historical DeAnza Hotel in Calexico, California needed to be investigated for asbestos and lead because an earthquake disturbed various building materials. Mr. Marcos investigated the building for asbestos and lead in areas damaged by the earthquake. The investigation included bulk sampling for asbestos, x-ray fluorescence for lead, and high flow vacuum pump for air born sampling. Damaged materials were collected and characterized as general construction debris.

Red Star Redevelopment Environmental Assessment. Oakland Housing Investors, LP is redeveloping a vacant lot in Oakland California. Mr. Marcos, as Project Manager, was responsible for overseeing the Phase I environmental site assessment. The assessment reported the site has been developed since 1902 with historical land uses that include residential, brewing companies, and yeast companies. Environmental concerns at the site include aboveground and underground storage tanks, documented spills and releases, potential impacts from off-site releases, fill soil containing elevated metal concentrations, including lead, and detectable concentrations of petroleum hydrocarbons. Information from the Phase I environmental site assessment was used to prepare a property mitigation plan. The property mitigation plan was approved by the Alameda County Health Care Services.

555 98th Avenue Environmental Assessment. AMCAL Multi-Housing is redeveloping 1.6 acres of vacant land in Oakland, California. Mr. Marcos, as Project Manager, was responsible for completing a Phase I environmental site assessment, subsurface investigation, and human health risk assessment for the site. Based on the information reported in assessments the Alameda County Health Care Services concurred with SCS that there is a very low likelihood that a significant human health risk exists at the site.

Chico’s Radiator Repair.  Mr. Marcos completed environmental assessment activities for this medical facility redevelopment project. The historical site land use included automobile repair, junk/wrecking yard, and agriculture. He completed a Phase I environmental site assessment, geophysical survey, soil and soil vapor assessment, health risk assessment, health and safety and community health and safety plan, and prepared a remediation work plan to excavate and dispose of impacted soil to facilitate site redevelopment. The work was conducted under the oversight of the California Department of Toxic Substances Control.

Hall Property Community Park. Mr. Ramirez completed environmental site assessments and a hazardous material survey (asbestos, lead, mercury, and polychlorinated biphenyls) for the Hall Property; 44-acres of coastal bluff that was a nursery and will be redeveloped into a community park. The hazardous materials survey includes specifications for abating hazardous materials. Working with the City of Encinitas, SCS is providing guidance to demolition contractors on how to monitor and suppress dust generated through the demolition of the buildings and limit exposure to workers on the site.

Portrero Annex and Terrace Redevelopment. As part of the City of San Francisco’s HOPE SF program, the Portrero Annex and Terrace public housing is being redeveloped. The Portrero Annex and Terrace is a 606-unit public housing project built between 1941 and 1955. Mr. Marcos completed a Phase I environmental site assessment and asbestos and lead-based paint survey for the 30-acre site. The assessment and survey involved identifying recognized environmental conditions, such as asbestos-containing-building materials and lead-based paint, including lead based paint in soils.

Southeastern Economic Development Corporation Environmental Assessments. The Southeastern Economic Development Corporation (SEDC) is responsible for redevelopment activities within a 7-square-mile area immediately east of downtown San Diego, California. Mr. Marcos completed two Phase I environmental site assessments for the two properties being purchased by SEDC. One property will be used for multi-family residential. The other property is the Valencia Park Building property. There are no redevelopment plans for the Valencia Park Building, however completing a Phase I environmental site assessment with an asbestos and lead -based paint survey, will provide SEDC with valuable information for redevelopment planning.

Comm22 Affordable Housing Development. Three blocks in the Barrio Logan community of San Diego, California will be redeveloped by COMM22, LLC into a multi-family and senior housing. Mr. Marcos managed the due diligence activities. This included completing a Phase I environmental site assessment and subsurface investigation to identify recognized environmental conditions within the project site. The most significant potential environmental issue was the presence of undetermined quantities of fill soils containing constituents of concern. 

Brown’s Plants Redevelopment. Brown’s Plants, an ornamental plant nursery in Encinitas, California will be redeveloped with 12 single-family residences. Mr. Marcos, as Project Manager, was responsible for completing subsurface investigations, a community health and safety plan, a worker health and safety plan, and a soil reuse plan to address the presence of pesticide impacted soil. The strategy for reusing the impacted soil presented in the soil reuse plan includes the procedure for placing the impacted soil, established the locations, depth, and other specific guidelines for soil management zones, and established a protocol for the future management of the impacted soil. The approach for reusing the impacted soil is intended to minimize potential health risks, eliminate or minimize exposure to contaminants of concern, and facilitate redevelopment.

Lemon Grove Environmental Site Assessments.  Mr. Marcos has completed several Phase I environmental site assessments and subsurface investigations to assist the City of Lemon Grove gather valuable information about contamination from current and historical land uses. Environmental site assessments have been completed on approximately 39 parcels in Lemon Grove’s Redevelopment Area. During the assessments, possible risks to human health and the environment from current and past land uses were discovered.

Bay View Plaza. Bay View Plaza will redevelop a dated and run down strip mall overlooking Mission Bay in San Diego, California. Mr. Marcos completed due diligence and remediation activities for this new retail center. He completed a Phase I environmental site assessment and subsurface investigation that included sampling for total petroleum hydrocarbons, volatile organic compounds, and methane. Additional gas monitoring was conducted and details of the field reading, laboratory results and discussion of the collected gas sample were presented in a report entitled Report of Vapor Sampling Activities.

Spinnaker Waterfront Hotel. The Spinnaker Waterfront Hotel was planned to be a high rise hotel, marina, and convention center. Recognizing resolution of environmental conditions at the former marine equipment storage yard site was critical to redevelopment efforts, the client acquired the services of SCS. Mr. Marcos managed the due diligence activities that included completing a Phase I environmental site assessment and subsurface investigation. The assessment indicated the possible presence of underground storage tanks, constituents of concern, and residual petroleum. Information collected from the subsurface investigation was used to develop waste characteristics of potentially contaminated soil.

San Diego County Office of Education Asbestos Consulting. Mr. Marcos provides asbestos consulting services to the San Diego County Office of Education. He prepares and manages the Operations and Maintenance Program for Asbestos-Containing Materials for approximately 15 facilities (offices, classrooms, and camps). Mr. Marcos has completed asbestos surveys, 6-month periodic surveillances, and 3-year reassessments/reinspections according to AHERA; prepared technical specifications for removing asbestos-containing materials; and managed abatement contractors. Third-party monitoring of abatement activities is conducted that includes baseline sampling using phase contrast microscopy (PCM), visual inspections, PCM air sampling, and clearance air sampling using transmission electron microscopy.

Saint Spyridion Greek Orthodox Church Subsurface Investigation. Saint Spyridion Greek Orthodox Church historically was occupied by a gasoline service station. To assess the presence of underground storage tanks and contamination from total petroleum hydrocarbons and volatile organic compounds, Mr. Marcos completed a subsurface investigation. Based on information collected during the subsurface assessment, SCS concluded that there are possibly eight underground storage tanks at the site. There is also evidence petroleum hydrocarbon and volatile organic compound impacted soil is present and groundwater may be impacted.

Poway Road Revitalization Program Redevelopment Area. As part of two main redevelopment projects for the City of Poway Redevelopment Agency, Mr. Marcos completed environmental assessments and surveys for asbestos- and lead-containing materials. The investigations were conducted on over 45 commercial and residential properties. The surveys for asbestos and lead included bulk sampling of suspect asbestos-containing materials and lead-based paints. Findings were presented in a report with figures and tables depicting sample locations and material locations, abatement cost estimates, and technical specifications for removal.

Westside Area Specific Plan – Hazardous Material Study. The Westside Redevelopment Area is located on the bay front and developed with residential, industrial, commercial, and institutional buildings. SCS completed a hazardous materials study for the specific plan. Mr. Marcos managed the inventories conducted to identify hazardous materials. Investigations were conducted on 173 properties. The study documented features of concern, presence of above-ground storage tanks and underground storage tanks, violations, and types of hazardous materials used, stored, and generated.  Based on the potential that a recognized environmental condition may exist, recommendations were made for geophysical surveys, soil gas surveys, and subsurface investigations.

Tecate Border Station Asbestos and Lead Survey. Mr. Marcos completed an asbestos and lead survey in connection with the demolition and renovation activities at the Tecate Border Station. Bulk sampling of over 180 bulk samples of suspect asbestos-containing materials at four buildings was conducted. Using an x-ray fluorescence meter, painted systems were sampled to identify the possible presence of lead-based paint. Findings of the surveys were presented in a report with figures and tables depicting sample and material locations, and abatement cost estimates. Third-party monitoring for asbestos abatement was conducted that included baseline sampling by using PCM, visual inspections, PCM air sampling, and PCM clearance air sampling.

El Cajon Redevelopment Agency. Mr. Marcos managed and completed several Phase I environmental site assessments within the El Cajon redevelopment area. One project included redeveloping a site that historically was a sewer treatment plant. This site was redeveloped into a mixed use commercial site.

National City Community Development Commission. To determine the presence of toxic metals and asbestos-bearing soil, Mr. Marcos conducted a subsurface assessment of a city block in National City’s redevelopment area. Assessment activities included trenching, soil sampling, excavation, and soil disposal. The site was redeveloped into a college.

Due Diligence for Financial Institutions. Mr. Marcos provides a variety of environmental services to financial institutions in support of property transactions. These services include Phase I environmental site assessments, subsurface investigations, third party report reviews, and transaction screens.
