PROFESSIONAL EXPERIENCE
Mr. Moore graduated from the University of South Florida
with a Master’s degree in Environmental Science and Policy and has over four
years of environmental consulting experience with SCS. Mr. Moore recently
relocated to the Pensacola, Florida office from our Virginia operations to
oversee the Environmental Services operations in the Northwestern Florida
region. Mr. Moore has experience with contamination assessment as it relates to
petroleum storage tanks and solid waste facilities. Examples project experience

Groundwater Monitoring Compliance

Okaloosa County, FL – Project Manager for the
semi-annual and biennial compliance reporting, semi-annual assessment
reporting, and quarterly mercury monitoring reporting for the Baker East and
West Landfills. The Baker West Landfill currently contains a groundwater
pump-and-treat system for low level VOC and iron contamination. The Baker
East Landfill is currently being assessed for iron and low level mercury
contamination in the groundwater. Responsibilities include semi-annual
sampling coordination, data review, database management, reporting,
municipal client management, and regulatory interface. Compliance reports
are prepared for submittal to the Florida of Environmental Protection (FDEP)
Northwest District Office.

Monroe County, FL – Project Manager for the quarterly
groundwater monitoring and reporting for three landfills (Cudjoe Key
Landfill, Long Key Landfill, and Key Largo Landfill) in the Florida Keys.
Responsibilities include coordinating quarterly groundwater sampling events,
database management, data review, quarterly compliance monitoring, municipal
client management, and regulatory interface. Compliance reports are
prepared for submittal to the FDEP South District Office.

Volusia County, FL – Assist in the reporting of
semi-annual and biennial reporting for the Plymouth Avenue and Tomoka Farms
Landfills and the quarterly reporting of a separate area of the Tomoka Farms
Landfill.

Harford County, MD, Bush Valley Landfill – Managed and
performed semi-annual post-closure care groundwater monitoring events at the
Bush Valley Landfill, currently listed on the EPA’s National Priorities
List. Responsibilities included reviewing laboratory data, database
management, performing statistical evaluations, and preparing groundwater
potentiometric maps and semi-annual reports. Compliance Reports were
prepared and submitted to the Maryland Department of the Environment and the
U.S. Environmental Protection Agency.

Baltimore, MD, Quarantine Road Landfill - Managed and
performed semi-annual groundwater, leachate, and storm water monitoring
events. Responsibilities included reviewing laboratory data, database
management, performing statistical evaluations, and preparing groundwater
potentiometric maps and semi-annual reports.

Town of Marion Landfill, VA - Managed and performed
semi-annual post-closure care groundwater monitoring events.
Responsibilities included reviewing laboratory data, database management,
performed statistical evaluations, and prepared groundwater potentiometric
maps and semi-annual reports. Prepared a Post-Closure Care Termination
Report and submitted to the VDEQ requesting termination of all post-closure
care at the facility. Status of this request is pending.

Covington, VA, Covington (Hercules) Industrial Landfill

Managed and performed semi-annual post-closure care groundwater monitoring
events, reviewed laboratory data, performed statistical evaluations, and

a Post-Closure Care Termination Report and submitted to the VDEQ requesting

Other Environmental Services

Okaloosa County, FL – Project Manager for two risk
assessments being performed by SCS for Okaloosa County to evaluate the risk
to human health and the environment for low level VOC and iron contaminants
in the upper and lower surficial aquifers at the Baker West Landfill and
iron and low level mercury contaminants in the upper and lower surficial
aquifers at the Baker East Landfill. SCS is preparing the voluntary risk
assessment pursuant to Chapter 62-780 F.A.C, formally known as Contaminated
Site Cleanup Criteria (Chapter 72-780) as the first step in evaluating the
potential for implementing an alternative remediation program at the site.

Winchester, VA - Provided oversight of a month-long
excavation of an illegal dump at the Winchester Speedway. Oversaw and
documented the excavation activities and assisted in the sorting and
characterizing of the material as fit for backfill, recycling, or requiring
disposal.

Pittsburgh, PA - Performed a trash sort to assess the
participation rate of the city wide recycling program.
UST/AST Systems
-
Round Hill, VA: Round Hill Texaco and Harpers BP -
Provided maintenance services of two groundwater pump-and-treat systems
installed to clean the Methyl Tert Butyl Ether (MTBE) contamination in the
shallow and deep aquifer from several leaking USTs. Performs O&M to the
treatment systems, performed monthly, quarterly, and semi-annul groundwater
sampling, and prepared the associated reports for submittal to the Virginia
Department of Environmental Quality (VDEQ). Costs recovery is being
completed through the Virginia Petroleum Storage Tank Fund (VPSTF).

McLean, VA, Brown Residence - Provided oversight for a
soil excavation of petroleum contaminated soils. Implemental in the design
and installed an on-site vapor extraction system beneath the concrete slab
at the base of the residence. This case is currently closed. Costs recovery
was completed through the VPSTF.

Chester Gap, VA, Frazier Residence - Provided oversight
for an extensive soil investigation utilizing direct push technology as well
as a geophysical survey for the purpose of identifying the source of
kerosene impacted potable supply well. Inspected the inside of the potable
supply well with a down-hole camera to identify possible fractures in the
bedrock where the kerosene may be entering the well. Prepared a Site
Characterization Plan and numerous monitoring reports throughout the
project. Provided oversight in the drilling of a new potable supply well.
Costs recovery was completed through the VPSTF.

Bluemont, VA, Stuart Residence - SCS performed a
subsurface release investigation in response to a leaking underground
storage tank that formerly contained heating oil for a residential property.
Provided oversight for the installation of monitoring wells and installed a
belt skimmer for the purpose of automatically removing free phase heating
oil from the ground. Costs recovery is being completed through the VPSTF.

Bluemont, Virginia, Cooper Residence - SCS performed an
extensive subsurface release investigation in response to a leaking
underground storage tank that formerly contained gasoline and diesel fuel
for farm use that impacted the on-site potable supply well. Oversaw and
documented excavation activities, performed two multi-day groundwater pump
tests, compiled and analyzed the data, and prepared reports to be submitted
to the VDEQ. Also installed an in-situ Submerged Oxygen Curtain (iSOC™) to
achieve ultrasaturation dissolved oxygen concentrations in the groundwater
to enhance natural degradation of the petroleum constituents. Costs recovery
was completed through the VPSTF.
