PROFESSIONAL EXPERIENCE
Mr. Tumlin joined SCS in 1991. His environmental consulting experience includes the management of asbestos; contamination assessments; endangered species; environmental due diligence; environmental management systems; hazardous substances; health and safety; litigation; pollution prevention; permitting; solid waste; underground and aboveground storage tanks; water resources; and wetlands and stormwater. Mr. Tumlin has professional experience working with environmentally-related issues in chemical distribution, agriculture, golf course, real estate, and manufacturing industries. Mr. Tumlin's responsibilities include managing and providing technical expertise to various environmental studies and solid waste projects requiring budgeting, contracting, coordination, and implementation, and negotiation with various regulatory agencies and private industry.
Mr. Tumlin is the SCS National Partner for Environmental Data Quality Assurance and SCS Florida operations' Quality Assurance Officer (QAO). National Partner responsibilities include the development, implementation, and management of the corporate Quality Assurance (QA) guidelines and providing input to the SCS Board of Directors for improvements of corporate QA practices. Florida QAO responsibilities include managing and updating the Florida Comprehensive Quality Assurance Plan (CompQAP) and performing other QA duties including auditing field sampling procedures, reviewing analytical reports for final data presentation, and approving environmental laboratories.
Specific project-related project experience is described below:
Asbestos Assessment/Abatement
Conducted numerous asbestos assessments of private and public commercial and residential facilities in accordance with Asbestos Hazard Emergency Response Act (AHERA)-approved practices.
Provided supervision services during large-scale abatement of asbestos containing building materials (ACBMs) at a multi-level hotel in Miami, Florida. Services included daily inspections of abatement procedures, review of asbestos waste management activities, regulatory negotiation, and written documentation deliverables.
Managed ACBM abatement projects at various commercial facilities. Management responsibilities included contracting, developing scope of work, budgeting, project notification, contractor coordination, regulatory negotiation, and preparation of written deliverables.
Provided post abatement assessment of asbestos removal from a multi-level hotel/resort in Puerto Rico. Responsibilities included reviewing abatement documentation, collection of confirmation samples, and providing written documentation of findings.
Contamination Assessment/Remediation
Managed a contamination assessment, waste management, and remedial action at an abandoned cattle dipping vat located in Hillsborough County, Florida. The project was conducted as a voluntary cleanup action prior to the commercial and residential development of the site. Materials encountered included environmental media and wastes contaminated with pesticides, semi-volatile organic compounds, and heavy metals.
Prepared, coordinated, and implemented hydrogeologic field investigation work plans to delineate the vertical and horizontal extent of organic and inorganic compounds-impacted soil and groundwater at numerous industrial and commercial facilities in Florida and the southeastern United States.
Performed the collection and interpretation of data and the management of subcontractors during the remedial phase of a Superfund site in Carson, California. Responsibilities included health and safety level C protection air monitoring, soil sampling, and organizing of subcontractor activities.
Performed design, contracting, organization, and supervision of subcontractors, and documentation for the installation of hundreds of private and municipal wells for the purpose of shallow, intermediate, and deep groundwater monitoring; groundwater recovery; hydrogeologic assessment; and soil gas assessment and recovery.
Performed various data collection procedures for hydrogeologic assessment including slug tests, percolation tests, tidally influenced groundwater, and pump tests and assisted with the interpretation of the data.
Assisted with the design, supervised construction, operated, and maintained several groundwater treatment systems used in the recovery, treatment, and discharge of groundwater from petroleum and chlorinated solvent-contaminated sites. Managed application, negotiation, and permitting for groundwater treatment discharge for disposal of treated groundwater into permitted sanitation utilities, recharge galleries, and surface water bodies. Permits required included municipal, local, state, and federal regulatory, and local landowner permission.
Performed an extensive subsurface assessment; contractor oversight; and provided testimony in federal court for the assessment, remediation, and litigation of a site in south Florida contaminated with industrial waste including petroleum hydrocarbons, lead, polychlorinated biphenyls (PCBs), and dioxins/furans.
Assisted with advanced subsurface assessment projects involving contaminated soils delineation, locating buried debris, and identifying buried underground storage tanks and associated piping and various commercial, industrial, landfill, and airport sites in Florida. Typical tools used for these assessments included ground-penetrating radar and resistivity surveys.
Contracted, coordinated, and performed numerous Phase II environmental assessment projects in Florida, Georgia, Washington DC, and California. Phase II projects typically included the collection and analysis of soil and groundwater samples to delineate contamination and to assist with the design and implementation of remedial action.
Endangered Species
Conducted a 7-day endangered wildlife species identification study as part of the landfill expansion permit application process, Hillsborough County, Florida.
Managed threatened and endangered plant species assessments for private clientele in central Florida. Projects included speciation and volume estimation of plant species and development of a management plan for planned intrusive construction activities.
Conducted nuisance aquatic plant species identification and coordinated remedial activities for various surface water bodies in Florida.
Coordinated and managed several endangered species identification studies for municipal, state, and federal environmental permit applications.
Environmental Due Diligence
Performed and managed numerous Phase I environmental site assessments (ESAs) for real estate transactions of residential, commercial, and industrial properties in Florida and the southeast United States. ESAs included site assessment; soil, groundwater, and asbestos bulk sampling; regulatory agency communication; client correspondence; regulatory records review; and report preparation.
Provided environmental due diligence services for numerous national clients during mergers and acquisitions (M&A) of large real estate portfolios. Services include conducting regulatory compliance and permit review, developing cost estimates for escrow account budgeting and management, and conducting baseline environmental condition assessments.
Environmental Management Systems
Assisted with the development of the SCS Engineers Environmental Management System (EMS) Manual and implementation of the EMS within the SCS Florida Operations.
Completed the 40-hour ISO 14000 Lead Auditor Training for environmental management systems. Currently applying for certification as a Lead Auditor through the Registrar Accreditation Board (RAB) and the American National Standards Institute (ANSI).
Conducted numerous environmental management systems audits of facilities generating or managing hazardous wastes including small quantity generators and environmental analytical laboratories.
Assisted clients with the development and implementation of environmental management systems within their respective facilities for environmental compliance and for continual environmental improvement.
Hazardous Substances
Extensive experience with hazardous substance inventory management in the agricultural and turfgrass industries in Florida. Inventory management responsibilities included categorizing, documenting, segregating, and ventilating various pesticides and fertilizers used in agricultural and turfgrass applications and accounting for budgeted utilization inventory. Hazard assessments also were performed for the appropriate segregation of reactive chemicals.
Assisted with the performance of several facility compliance audits for materials recycling facilities and landfills in Florida. Facility audits included site visits to assess current conditions of each facility, documentation of hazardous substance inventories, identification of waste streams, review of regulatory agency hazardous waste permits, and preparation of written reports identifying compliance issues.
Performed and assisted with several internal environmental compliance audits for small quantity generator facilities of potentially hazardous and hazardous wastes. Audits were prompted by the owner of the facilities in response to local regulatory facility inspections. Audits included review of local regulations, assessment of quantity and types of wastes generated, containerization assessments, waste compatibility assessments, waste consolidation, waste labeling and segregation, and implementation of necessary corrections.
Health and Safety
Completed the 40-hour OSHA training for hazardous waste site activities in 1991; 8-hur supervisor training in 1992; and 8-hour annual updates since 1992.
Designated Health and Safety Officer at numerous contamination assessment and remedial action sites in Florida. Responsibilities included the preparation of project-specific health and safety plans prior to implementation of the projects, health and safety assessments during project performance, and implementing health and safety corrective action during project field activities.
Litigation Support
Provided comprehensive technical assistance to counsel during Federal and State court litigation of a hazardous waste disposal site project in Miami, Florida. Responsibilities included the extensive analysis of field data collection procedures, laboratory chemical analysis, data interpretation and reporting, and testimony. The technical assistance extended for approximately nine months.
Continually provide professional technical opinions to environmental attorneys for pending litigation.
Pollution Prevention
Provided professional consulting services to various clients to minimize pollution within their facilities. Pollution prevention activities included waste consolidation, raw materials reduction, and implementing recycling programs.
Developed pollution prevention curriculum for Hillsborough County Schools to be implemented into the agricultural education departments at high school level. Curriculum included identification of waste streams, develop waste minimization or elimination systems, and implement programs to continually improve pollution prevention activities with the agriculture departments.
RCRA
Assisted numerous clients reviewing their facility waste management procedures and assessing RCRA waste generator status. Subsequently, assisted with the preparation of waste generator permitting applications for Conditionally Exempt Small Quantity Generator (CESQG), Small Quantity Generators (SQG), and Large Quantity Generators (LQG), and Treatment and Disposal (TSD) facilities.
Assisted with the preparation of a RCRA waste treatment and disposal facilities under Subpart X for Miscellaneous Units for a permitted LQG for the treatment and disposal of various reactive compounds for facilities located in Florida and Arizona.
Solid Waste
Performed landfill gas soil vapor survey at various former landfill sites in Florida for private clients and governmental agencies. Responsibilities included coordinating the field activities, performing the soil vapor data collection, and supervising the field personnel.
Assisted a municipal solid waste department with composting studies for an expanding composting system through assessment of implementing low labor and maintenance costs.
USTs and ASTs
Supervised the removal, assessment, and closure of several underground storage tank (UST) systems used for the storage of petroleum and chlorinated solvents at commercial and industrial facilities.
Assisted industrial and commercial clients with a wide range of underground storage tank issues including regulatory determinations, notifications, site characterization, leak detection, and tank removal and replacement.
Assisted industrial and commercial clients with permitting, design, construction, and use of aboveground storage tank (AST) systems for increased capacity and UST replacement.
Water Resources
Contracted, coordinated, and supervised the abandonment of private and commercial water supply wells in accordance with Water Management District regulations.
Provided testing services of water supply wells for residential potable water supply and commercial water supply. Testing services included water quality sampling and analysis, well pumping capacity measurement, and hydrogeologic performance assessment.
Assisted with water resources balance models for the agricultural industry in Florida. Balance models included identifying potential new water sources and water recapture and use systems and analyzing water chemistry to identify potential adverse impacts on plant production.
Conducted water resource assessments in shallow and intermediate aquifers in Florida that included geologic assessment, capacity testing, groundwater flow assessment, and tidal influences.
Wetlands and Stormwater
Assisted with and performed wetlands delineation for various private and municipal client sites in Florida. Services provided were for commercial and residential development and landfill expansion activities. Responsibilities included field delineation, aerial review, regulatory research, soil and vegetation sampling, and field documentation.
Coordinated with United States Army Corps of Engineers (US ACOE) and prepared various applications for wetlands and stormwater permitting.
Prepared various permit applications for submission to Federal, State, and local agencies for stormwater control during construction and operations activities.
